Update on CCSD's Legislative Priorities

CCSD Legislative Priorities; Opt-in safe

Dear Powerful Parents,


The CCSD Board of Trustees voted on two Legislative Bill Draft Requests at the board meeting on Thursday, August 25th.


  • CCSD will request a bill addressing teacher shortages.


  • CCSD will request a bill establishing standards and qualifications for boards of education. 


Opt-in for sex education was listed as a priority to be changed to opt-out by statute. Thanks to Trustees Garcia-Morales, Cepeda, Williams, and Brooks, CCSD's priorities in the 2023 legislative session will not include denying parents the right to opt-in to sex education. 


There are special interest groups, and trustees (Guzman, Cavazos and Ford,) who want to deny parents their right to provide written consent for sex education. Currently, 95% of parents are opting their students into sex education. 


If we had 95% literacy in reading and math, we would be touting that statistic as a success.


Nevada parents maintain the right to decide whether or not their child is ready for sex education. A signed permission slip guarantees that parents will know when sexual material is taught, and provide consent for their child to participate.


Please thank trustees Garcia-Morales, Brooks, Cepeda and Williams for valuing the parent/school partnership that is critical to student success.

CCSD Trustees to Vote On Legislative Priorities Including Opt-out for Sex Education

CCSD Legislative Priorities; Change Opt-in to Opt-out For Sex Education

Dear Powerful Parents,


CCSD has released its legislative priorities for the 2023 Legislative Session. CCSD may submit two requests to the Legislative Counsel for bills to be written and brought to the legislative process. The Legislative Bill Draft Requests attached to agenda item 5.02 are scheduled to be discussed and possibly voted on this Thursday, August 25th at 5:00 p.m at the regular board meeting. 


CCSD faces enormous challenges. Many of the priority requests up for debate on Thursday are well founded and could alleviate pressing challenges related to teacher shortages, mental health, and safety issues. However, priority #4 under Mental Health, Health and School Safety suggests that we  "Change sex education statues for instruction to be opt-out rather than opt-in." 


Parents have been clear that knowing when sexual material is being presented at school is a right. Parents have the right to decide whether or not their child is ready and be part of these critical conversations. A signed permission slip guarantees that parents will not be left out of this consequential part of their child's education. 



The history of maintaining opt-in in Nevada is extensive


  • In the 2019 Legislative session AB295 (opt-in to opt-out) was defeated. Parents flooded legislators with calls and emails asking them to protect the right to know when sexual material was being taught at school.


  • In 2017 over 1000 parents attended a school board meeting and testified for several hours in favor of opt-in


  • In 2015, Governor Brian Sandoval vetoed AB358 in favor of opt-in stating that, "while local school boards and educators play an important role in providing appropriate sex education courses, the role of parents in this system is the most important. AB348 would upset the school-parent balance potentially depriving parents with a meaningful opportunity to provide informed consent for their children to receive sex education."


Parents cheered Governor Sandoval's support of parental rights and emphasizing the "school-parent" partnership and the indispensable role parents play in their child's education. 



We urge parents and stakeholders to write your trustee and tell them that changing opt-in to opt-out is not a pressing priority.


Our legislative priorities should focus on addressing actual challenges rather than depriving parents the right to opt-in to sex education.

August 2022 Back to School Newsletter

What to Know this School Year

The summer is winding down. Kids are trading swim lessons and summer camps for schools supplies, backpacks and the excitement of a new school year!


Power2Parent is here for all things education and helping parents be their child's best advocate. Here are some things you need to know.


Power2Parent Back to School Checklist:



  • Opt-out Forms. This opt-out form is complete with instructions on how parents can opt-out of routine physical and mental health screenings as well as sex-education. Nevada Parent and Student Opt-out Notice 





  • Free Tutoring Services. CCSD is partnering with PAPER to provide 24/7 virtual tutoring. It will be free for students and one-on-one support will be available in more than 200 subject areas. This service is funded by federal COVID relief funds.

Once you read it, you can't unread it. Unlike books' much younger cousins in the media family - movies, television programs, music, and video games - books remain unrated. This didn't used to be an issue, but graphic and explicit obscenity has made its way into books that sit on public school shelves. To protect our children from this obscenity in public school libraries, we have begun reading and rating books. Our ratings provide page numbers and quotes. The page numbers may vary depending on which version of the books was read and whether it was in print or digital. Nevertheless we present the evidence so that parents and schools may choose wisely, and choose to protect our vulnerable youth from the addictive stimulant, pornography.
